Sheffield is undergoing an exciting period of transformation.
The foundations have been laid - a new City Centre Strategic Vision has been endorsed providing a new roadmap for positive change, new priority locations for growth and the Government has committed funding to support Sheffield with its ambitious regeneration programme.
WHY SHEFFIELD

Outdoor City
Sheffield is the Outdoor City, with outstanding access to the outdoors; one third of the city is comprised of the Peak District National Park, 61% of the city is greenspace and there are 4.5 million trees in Sheffield which is the highest ratio of trees to people of any European city.

Investment Zone
The Advanced Manufacturing Park (AMP) and Sheffield Business Park are part of the South Yorkshire Investment Zone which is focused on Advanced Manufacturing and is expected to attract £1.2bn of private funding and support more than 8,000 jobs by 2030.

Local Plan
A new Local Plan has been endorsed by Sheffield City Council during October 2023, with adoption likely Summer 2025. This provides for 36,000 new homes.

Track Record of Regeneration
Sheffield has an excellent track record of regeneration, as demonstrated by the transformational £400M Heart of the City II scheme, which has been underway since 2016 and will deliver: 420 new homes, 500,000 sq ft of new workspace, 250,000 sq ft of new shops and leisure space - including new Radisson Blu hotel, and a new city park.

Housing Completions
Housing completions have seen a massive uptick over the past 12 months. The City has been seeing circa 2,000 housing completions per annum over previous years, but this number has almost doubled to 3,717 for 2023/24.

Two Universities
The city is home to two Universities - the University of Sheffield and Sheffield Hallam University which are world leading institutions in research and innovation. Sheffield attracts over 60,000 students every year.

Vision
A Vision for Sheffield City Centre was launched in March 2022, which demonstrates the City’s ambition and confidence.

Partnership
The Sheffield Together Housing Partnership Board has been in place since December 2021, including: Sheffield City Council, South Yorkshire Mayoral Combined Authority, the Sheffield Property Association, the South Yorkshire Housing Partnership and Homes England.

Attractive Funding
Sheffield has an excellent track record of attracting funding, including: £16M Future High Street Fund (Fargate), £25M Towns Fund (Stocksbridge), £56M LUF (Attercliffe, Castlegate, Parkwood Springs), £80M Investment Zone (South Yorkshire), £150M L&G investment (West Bar), £67M BIL Funding (Furnace Hill and Neepsend), £20M SYMCA Brownfield Housing Fund (Attercliffe Waterside, Cannon Brewery, Park Hill).

Three New City Centre Neighbourhoods
Master Plans are in place for three new City Centre Neighbourhoods, at (i) Moorfoot (ii) Furnace Hill and Neespend, and (iii) the Station Campus. These have capacity for 5,000 new homes. The Council and HE are now seeking development partners for these new neighbourhoods – starting at UK REiiF.

This is the 2023 Annual Review of the Sheffield Together partnership, comprising Homes England, Sheffield City Council, the South Yorkshire Mayoral Combined Authority and the Sheffield Property Association. Furnace Hill and Neepsend Development Prospectus (2024)
The Furnace Hill and Neepsend Development Prospectus was published in November 2024 as part of Homes England’s procurement process for a long-term Development Partner for each site. The prospectus provides guidance on the procurement process and the vision for the two neighbourhoods.
